EBF response to the OECD/INFE consultation on Guidelines for private and not-for-profit stakeholders in financial education

Brussels, 2 October 2026 - The European Banking Federation (EBF) has submitted its response to the OECD/INFE public consultation on the draft updated Guidelines for the involvement of private and not-for-profit stakeholders in financial education.

The EBF supports the updated Guidelines and their focus on coordination, quality and impartiality. Based on our members' long experience in delivering financial education, we stress that educational and commercial activities must remain clearly separate. We also call for a proportionate, risk-based approach to monitoring, evaluation and reporting. Quality-assurance mechanisms other than certification schemes should also be recognised. Clear criteria for neutral sponsor acknowledgement would ensure that transparency about who funds an initiative is not treated as promotion.

We welcome the recognition of finfluencers and AI tools. For both, we suggest clearer expectations on transparency, disclosure of commercial interests and human oversight. We also ask for clearer lines between financial education, information, guidance and advice, with comparable standards for comparable activities whatever the channel or provider.

Finally, we highlight other ways in which the banking sector contributes to financial education. These include the role of banking associations in national strategies, collective sector initiatives, outreach through trusted channels, partnerships with public authorities and work on fraud prevention and digital financial skills.
